Delegates were those who were in positions to inform and influence a change process, and/or commit to measurable steps within their stakeholder groups. The delegates DID NOT REPRESENT ANY ORGANIZATION but rather attended as individuals. As many of the attendees will wear more than one hat in their personal and professional lives, they were only asked to sit and dialogue within their assigned stakeholder group for one exercise within the meeting. The rest of the meeting they were in "mixed groups" and had the opportunity to speak from their many perspectives. The key elements for invited delegates were that each has one or more of these qualities: authority, resources, expertise, information, need with respect to the Future of Home Birth in the United States.
